…Sends additional 15 beneficiaries on UK postgraduate scholarship

Thursday, 14th April, 2026. Abuja. The Administrator of the Presidential Amnesty Programme (PAP), High Chief Dennis Brutu Otuaro, PhD., has celebrated the newly inaugurated executive leadership of the Ijaw National Congress (INC), wishing all the individual members as well as entirety executives of the apex Ijaw Nation body peace, love, unity, progress and good luck.
At a well-attended ceremony that brought together leaders of the Ijaw nation of all walks of life to the Chief Tunde Smooth Playground, opposite NIMASA Office in Warri, Delta State, tagged: the Ijaw National Congress (INC) Official Inauguration of Executive Council, the outgone President, Professor Benjamin Okaba joyfully handed the reigns of power to High Chief (Barrister) Macdonald Igbadiwei as the INC’s 9th President.
Otuaro, a detribalised Nigerian from Gbaramatu in Delta State personally attended the inauguration ceremony in the company of another detribalised Gbaramatu Kingdom leader, High Chief Government Oweizide Ekpemupolo, alias Tomopolo, a businessman and founder of Tantita Security Services Nigeria Limited (TSSNL), a leading Nigerian indigenous security firm that specializes in the security of Nigeria’s vital oil and gas assets, particularly crude oil pipelines domiciled in the Niger Delta Region.
In his interactions and reflections after the ceremony, a visibly happy and smiling Chief Otuaro said, “As a proud Ijaw son from Gbaramatu, I’m very happy to physically witness and celebrate the handover of power from the Professor Okaba-led leadership to Barrister Igbadiwe-led executives. The inauguration means so much to the love, unity and peaceful co-existence of all the people of Ijaw nation as well as their continued development and progress under President Bola Ahmed Tinubu’s Renewed Hope Agenda administration and beyond.
While Professor Okaba, the immediate past INC President achieved so much for the unity, progress and development of Ijaw nation and the Federal Republic of Nigeria, I have no doubt that the newly inaugurated leadership of Barrister Igbadiwe will take the unity, progress and development of Ijaw Nation and Nigeria much further than we are expecting. We will keep our doors at PAP open for veritable and gainful partnerships with INC that can unlock and transform Ijaw Land, Niger Delta and the Federal Republic of Nigeria. As it settles down to pursue its objectives, I wish the new leadership good luck.”
The Igbadiwe leadership immediately began its reign on a sure foundation with the shocking announcement of the gift of seven brand-new vehicles made up of three Toyota Coaster buses to the three INC zones in the country and four Toyota Hiace buses to four INC local chapters, a highly commendable effort aimed at easing movement for the leaders and members.
Earlier same day at the PAP headquarters in Abuja, Dr. Otuaro personally sent additional 15 beneficiaries of PAP Scholarship to the United Kingdom for postgraduate scholarship studies in disciplines critical to accelerated development of the Niger Delta and the Federal Republic of Nigeria.
The students will pursue Master’s degree programmes in biomedical science, oil & gas engineering, data science, cyber security, software engineering, automotive engineering, communication culture and media, among others.
Speaking at the pre-departure briefing for the beneficiaries, Dr. Otuaro underlined how they merited the scholarship by making first-class grades in their first-degree programmes.
He attributed the huge number of onshore and offshore scholarship deployments and other successes recorded by the PAP to the strong support from President Bola Ahmed Tinubu, GCFR, as well as the efficient supervision by the National Security Adviser, Mallam Nuhu Ribadu.
Addressing the beneficiaries, Dr. Otuaro said, “Be good ambassadors of the Federal Republic of Nigeria while in the United Kingdom. Do not disappoint Nigeria and the Niger Delta. Do your best, earn excellent grades, and return home after your studies to join hands in building Nigeria by advancing peace and development in our communities.”
At the event, each of the scholars was given a brand-new laptop among other benefits aimed at enhancing their academic studies in order to strive for excellence.
